Ethiopia’s fashion industry, centred in Addis Ababa, is rapidly emerging as a key player in Africa’s textile and garment production space. Driven by industrial parks, foreign investment, and a strong base in cotton and traditional weaving, the sector blends large-scale manufacturing with a growing community of designers showcasing at platforms like local fashion weeks.
Ethiopia’s fashion ecosystem is shaped by distinct structural and legal challenges. Extremely low wages and the absence of a clear national minimum wage framework continue to raise concerns around worker protection and fair labour standards. High employee turnover, skills shortages, and weak alignment between training institutions and industry needs further limit productivity and growth.
Additionally, heavy reliance on foreign-owned factories and export-driven production reduces local value retention, while infrastructure gaps, outdated technology, and supply chain inefficiencies affect competitiveness. Environmental concerns — particularly around water usage and industrial waste — also highlight gaps in regulatory enforcement and sustainability compliance.
FLI Africa's Ethiopia programme works with the local fashion and textile community to strengthen legal awareness around labour, sustainability, and commercial practices, while advocating for policies that ensure Ethiopia’s fashion industry grows in a way that is both globally competitive and locally equitable.
